The grass-roots society is the basis of the society as a whole; its normalfunctioning directly affects the stability and prosperity of the entire country. The localregime carries the task of managing and caring the grass-roots society, and thus allgovernments are highly concerned about the construction of local regime. During theWar of Liberation, northeast China became the key scramble between the KMT andthe CPC; and the ability to obtain the support of the local people, was crucial to astable foothold in the Northeast, and crucial to the future direction of the country.Based on the correct judgment of the situation, and under the strategic guidance ofnortheast China, CPC placed the main focus on the grass-roots society, establishinglocal regime, caring for the local people, arousing their revolutionary enthusiasm,and promoting the revolutionary situation forward.The preface, the academic value and social value for studying the building ofgrass-root organs in Northeast China during the liberation war are proved by scanningothers’ research. Besides, the concepts involved in this paper are defined.Chapter One, the necessity and possibility of building grass-root organs inNortheast China during the liberation war are expounded after analyzing the changesof grass-root state power in Northeast China in modern times, the political conditionin this region after anti-Japanese war,the perspectives on the strategic importance andpolicies towards this region taken by CPC and Kuomintang, the turf battle betweenSoviet and America in Northeast China, as well as the development of grass-rootorgan building theory of CPC.Chapter Two: After the triumph of anti-Japanese war, CPC, with beneficialsituation and advantages itself, entered Northeast China with all its strength. The construction of regime has begun since then. However, Northeast China waspolitically unstable and changeable. Besides, the change of Soviet Russia’s policyreversed the CPC’s situation. The CPC adjusted its policies and strategies timelyaccording to situation, adopting an overall path of encircling the cities from ruralareas, pioneering solid base, accepting after reforming puppet regimes, building ademocratic government and taking initial reforms on it. With the change of situation,political power in rural areas is also changed.Chapter Three: The revolution in China developed very fast in1946, whenCPC shifted its strategic focus to rural areas in Northeast China and Chinese civil warbroke out on a full scale. CPC devoted a lot to the building of grass-root politicalorgans in Northeast China, which was taken as an important area. The influence ofremaining feudal thought was eradicated. CPC practiced mass mobilization to a largerextent, reforming political organs in villages completely by means of bottom-up massmovement so as to lay a foundation for building democratic grass-root organs.Chapter Four: Northeast got the liberation in December,1948. Afterwards,Northeast Basic Political Power initiated a new state of construction, stepped into amature and perfect development of the new stage, and established a relativelycomplete political power organization. Not only were administrative districtscompleted in this era, but the administrative organization also been completed. Therewas a clear hierarchy and a rational division of labor system. The operating system wasrelatively sound. And a comparatively basic administrative organization had beenestablished and it was being perfected gradually.Chapter Five: During the war of liberation, Northeast Basic Power had wentthrough different stages of establishment, adjustment, strengthen and development,which was based on the developments and needs of a certain situation. Throughout theevolution of northeast basic power and its path of development, the whole processpresented distinct features. Furthermore, it played an important part in stabilize thenortheast society, and it had an active and irreplaceable role in the War of Liberation.It provided valuable experience and important revelation for the establishment of modern basic power.Conclusion:the experience of building grass-root organs in Northeast Chinaduring Liberation war is analyzed and the factors that influence the process of buildingbasic political power are summarized.
