Nowadays, with the acceleration of international industrial transfer and adjustment, International investment and transnational corporations are increasingly prominent on the role and impact of the global economy. Jiangsu Province, as a hotspot for FDI has gradually become an important manufacturing base. Meanwhile, foreign-invested enterprises has significant phenomenon of industrial agglomeration. At present, Jiangsu Province is moving toward the period of rapid adjustment of economic structure and the strategic opportunity, which is characterized by upgrading the industrial structure. In order to enhance industrial competitiveness in Jiangsu province, as the export-oriented economy pioneer of China’s development, how to coordinate relationships between the entry of FDI and industrial agglomeration within the region will be a key breakthrough of Jiangsu Province’s economic development strategic plans.The focus of this paper is manufacture as the research object which is the important field of FDI, and it explores how to achieve the positive interaction between industrial agglomeration and FDI to quickly enhance industrial competitiveness. On the basic of it, this paper consists of six parts. The first part is the described problem, research significance and methods, summarizes related theories and literature about FDI and industrial agglomeration and introduces the possible innovation and shortage in the article; the second Part describes the mechanism of interaction between FDI and industrial agglomeration, and analyzes the mechanism that FDI arises from the promotion of the role of industrial agglomeration and industrial agglomeration is attractive to FDI.The third part is the quantitative analysis of interactive Relations between FDI and industrial agglomeration in Jiangsu Province and we do regression analysis of cross-sectional data between them and have a preliminary recognition, then use ADF test, Co-integration test and Granger causality test and other measurement methods for the research on the representative industry among labor-intensive industries, capital-intensive industry and technology-intensive industry. FDI and Industrial Agglomeration cross-sectional regression analysis of data on the relationship between the two have a preliminary understanding, and then the use of ADF test, co integration test and Granger causality test and other measurement methods for labor-intensive industries, capital-intensive industry and technology-intensive industry. The representative industry study demonstrates the existence of FDI and industrial Agglomeration two-way relationship, and found that the development of 27 industries invested by FDI in manufacture has the obvious gap and the concentration of levels and regional distribution both have no balance; the fourth part is to select and set the quantitative indicators of FDI and industrial agglomeration, collect relevant data, and analyzes the present situation of FDI and industrial agglomeration of manufacture. The fifth Part is the problems of manufacturing agglomeration on the basic of FDI in Jiangsu Province. The last Part comes to this conclusion and makes some relevant measures to face the current opportunities and challenges. The measures includes industrial restructuring, government policy coordination and concentration of regional innovation systems as well as the establishment of regional brands and so on, which have practical applications and make this paper gain not only theoretical significance but also the significance of more practical application.
