At present, composed by China Mobile, China Telecom, China Unicom and other large state-owned enterprises, Chinese telecom operators is almost the world’s fastest growing industry, and also higher levels of information technology industry. But with the 2008 global economic crisis, the user was close to saturation, the reduction in income of fixed-line business caused by 3G new business requirement impact and service level requirements of users to improve, mobile user loyalty is not high, ARPU remained low and so on, so that the whole industry showed slower growth. Investment has gradually become more rational strategy. For restructuring situation, the urgent need to look for new growth. On the other hand, a long time, the construction of China’s telecom operators is based on the original function, which is still the marketing and the network, IT is only present as a support system in the network side, but as a practicing corporate strategy, enabler of business innovation and management upgrade, the business value of IT departments are not always receive adequate recognition and expression, localization needs to be improved, transformation is imminent, or they will severely restrict China’s telecom operators currently healthy, harmonious and sustainable development trend.This article is in this context, in accordance with the scientific concept of development, insisting that people-oriented strategic approach to scientific decision-making theory as the cornerstone of Tianjin Mobile from enterprise IT governance perspective.
