With the analysis of comparison between foreign research & application and domestic status about SII (Spatial Information Infrastructure) and E-Government, the developing trends and problems to solve of them two were worked out. The research then put forward the way to consolidate E-Government information resources and establish the information framework for E-Government. According to the features of the daily business and information of government, the primary structure of the e-government information framework is set up. Then the research discussed the mechanism of consolidate information base on the basic information framework. The research finally built the prototype of a service platform for E-Government based on most advantage information technology and GIS platform.After a thorough analysis of SII development and application, we found that share and application of the accomplished spatial information are badly needed. When it comes to E-Government, the most urgent thing is to reconstruct its information basis. Then we made an analysis on the feature of E-Govemment information resources and got a conclusion that all the resources are well ordered by themselves and there is strong interrelationship between them, which is supported by spatial information. So we put forward the way to build E-Government information framework base on spatial information.In order to put the research into practice, we finally set up a prototype system for E-Government service with E-Government information framework, databases and advanced information technologies such as J2EE, Web-GIS, and VML and so on.
