Meanwhile, introducing the mature and scientific performance evaluation method and building the government performance evaluation system which has the Chinese characteristic is the only way of the reform of administrative management system.On the other hand, the Xigu district is the important industrial base of China’s top three" Five Year Plan". The resources of the area for develop private economy is relative shortage. Adjusting the economic structure, changing the mode of economic growth is a difficult problem what the Xigu District government faced. Investment is an effective way which can pull the local GDP growth. Building the performance evaluation system for the economic cooperation and service bureau of Xigu district has an important significance, which is that can promoting the local economy level by the economic cooperation and service bureau of Xigu district changing the job method.Presently, the evaluation method of the Xigu economic cooperation and service bureau is mainly of target responsibility system and combined with its reality work. I find that it is also other underdeveloped regions of our country government departments’ performance evaluation methods. Based on this, building the performance evaluation system for the economic cooperation and service bureau of Xigu district by analyzing the reality situation of its assessments, guided by the theory of performance evaluation, drawing lessons from the practice experience of domestic and foreign government’s department performance evaluation, the organization appraisal procedure based on the balanced score card and the personnel appraisal procedure based on the 360 degree feedback evaluation method. And the performance evaluation system has three important influence aspects, the first is that it can promote management of the Xigu economic cooperation and service bureau, the second is that it can boost the other departments of the government of Xigu district building their own performance evaluation system, the third is that it can be quoted for other underdeveloped regions of our country government departments’when they want to build their own performance evaluation system.
