Chinese tourism industry is on its peak of development, after the opening policy has been made. As called "green industry", tourism industry creates a lot of job opportunities, but consumes very little energy, therefore, it has been promoted and supported greatly by Chinese government. Among these six elements of tourism business, which are: food, accommodation, transportation, scenery spots, purchase, recreation, the scenery spots are the basis to support the whole tourism business. So the protection of scenery spots are key important. Moreover, the national parks among scenery spots are the highlights of Chinese scenery spots, which includes the "world natural and cultural heritages". Now a days, there are over 600 national parks in China, to protect the national parks is to protect the core of Chinese tourism resource as well as the Chinese tourism industry itself.However, following the rapid growth of Chinese tourism industry, the national parks are encountering the large scale of developments within their area, in which many destructive developments have been involved. If the destructive development in national parks continues without any restriction, they would jeopardize the tourism industry by destroying its power resource. Moreover as we inherit these great natural and cultural legacies from our ancestors, it’s our responsibility to pass them completely to our next generations. And that is the key point of this essay, how to prevent the national parks from destructive development through legal way. The main content and innovation points of this essay are as follows:First, I summarized the destructive development activities into three legal issues: lack of public supervision, regulation conflicts, and lack of special protection on world heritages.
