With the gradual depletion of traditional energy sources, serious damage to the environment, the growing global climate anomalies, to find and develop new energy sources has become a national government promising "key." Lithium ion battery is an ideal portable power, small size, light weight, higher work Voltage, big specific energy, long cycle life, low self-discharge, no memory effect, no pollution etc. It is widely used in electric vehicle industry and the digital industry and new energy sources such as solar power industry, development prospects. In 2008, Xie Yisen, the Secretary Municipal Committee of the CPC of Yichun, Put forward the strategic plan to build the "Lithium capital of Asia," to develop new lithium energy industry. From the proposal of a brand new concept, Yichun has careful layout in all aspects of industrial chain for both production and research now. However, there are still many problems in the process in Yichun lithium industry, such as:small-scale of industrial development, unbalanced industrial chain development is not balance; no enough R & D investment, lack of core patented technology, the shortage of funds, which are severely restricted the Yichun lithium industry.Firstly, the internal and external environment within the Yichun lithium industry will be introduced in detail in this article, and it will use SWOT analysis, expert survey method, Delphi method, to find out the major strengths, weaknesses, opportunities and threats analysis of Yichun lithium industry, to determine the main factors of restricting the development of lithium-ion battery industry in Yichun; Secondly, AHP was established based on SWOT analysis of strategic decision-making model, Quantitative analysis of Yichun lithium industry’s strengths, weaknesses, opportunities and threats, use of strategic quadrant angle and the strategic triangle can help to determine the development strategy mode, re-establish Yichun lithium-based model in the industry’s growth cap, and eliminate the use of negative constraints limit the principle of feedback loop and further established the elimination of cap management. Finally, strategic decision-making SWOT model and the growth of upper-based model results establish Yichun lithium strategic objectives of industrial development strategy and the main task, and give the strategic development of Yichun lithium strategies and recommendations.
