A Study on the Strategic Performance Management Embedded by Learning in Transnational Operations

With the development of economic golbalization and the coming of information age, the business environment of enterprises has tremendously changed, various countries come to give up the internally oriented development model gradually, but encourage and impetus transnational operations strategy positively. The theories and practice of transnational operations strategic management have got booming development, therefore it is inevitable and feasible to make a study of strategic performance and organizational learning. strategic performance management is the combo of traditional performance management and the new environment of transnational operations, and embedding by organizational learning is necessary for enterprises to adapt to the changing conditions. As a result, the idea construction of transnational operations strategic performance management and its enforcement will peride new idea for the theories and practice of transnational operations management.This dissertation takes performance management theory, strategy management theory and organization learning theory as logical beginning, based on literature induction and combing both domestic and foreign, analyzes the inernal relationship between performance, strategy and learning through logical deduction research technique. Accordingly, the view of learning performance is conducted, and by embedding performance, strategy and learning into transnational operations management creatively, transnational operations strategic performance management embedded by learning is constructed, and its system model, measurement model and process model are established. Then, questionnaire survey is condcted, confirmatory factor analysis(CFA) proves the existenc and rationality of the process model, modified path analysis(MPA) measures the impact of Organizational Citizenship Behavior(OCB) and Teamwork on strategic performance management by learning.The chief achievement in the dissertation are divided into three parts:first, strategy, performance and learning’s internal relationship is combed, the guiding role of strategy palys on performance target and plan is helpful in overcoming the temporary, the topicality and the static nature of traditional performance management; conversely, performance management has effective section of enhancing the strategy to carry out, the tow fanctor work together to insure international enterprises’strategic direction and availability; learning is the foundation of strategic formulation, adjustment and renew; and learning has been embedded in performance process, so strategy, performance and learning have profound intrinsic logical relation. Second, the new concept of performance view embedded by learning and transnational operations strategic performance management embedded by learning is conducted, and its system model, measurement model and process model are established. strategic performance management embedded by learning in transnational operations is guided by strategy, embede learning into strategic performance process such as prospect establishment, goal setting and plan implement, performance monitor and goal adjustment, performance mesurement and inspirement, feedback communication and modify and so on. Based on this concept, its system model, measurement model on enterprises’different stage and five process model are established. The third, questionnaire survey is condcted, confirmatory factor analysis(CFA) proves the existenc and rationality of the strategic performance process model, modified path analysis(MPA) measures the impact of Organizational Citizenship Behavior(OCB) and Teamwork on strategic performance management by learning.
