Prformance appraisal is an important and difficult problem in human resources management study. The effect of performance appraisal in State company is not so good as many private company and foreign company because of the constrain of environment and culture factor and managerial thought. But because performance appraisal do have a vital effect to enhance one company’s performance, the research about how to improve the performance of state company becomes a important subject.This paper is based on performance appraisal theory. Introduce domestic and international relevant theory about performance appraisal firstly, and conclude some advanced appraisal technique and successful experience. And then, take Sichuan DQ company for example, analyze the situation of performance appraisal in state company、explore its problems and analyze the reason. Finally, based on the company, we give some practical ways towards how to improve state company’s performance appraisal from two aspects. One is the environment of performance appraisal ,the other is appraisal system.Study shows Sichuan DQ Company have its own performance appraisal and performance management mode, but is nearly doesn’t work, because it not implement performance appraisal strictly. performance appraisal environment、appraisal system and the actual implement are it’s main problems, and culture、individual and enterprise are it’s influencing factors. So the company should make great efforts on performance appraisal environment, create a good atmosphere for performance appraisal, and then establish scientific appraisal system and implement performance appraisal to improve it’s performance maximally.
