In China, project units play a very important role in social development. As the continuous improvement of socialist market economy system, the introduction of appropriate complementary policies, and the improvement of project units reform can mobilize the enthusiasm, dynamism and creativity of institutions, which improve the efficiency of project units and service level. With this, the project units can better fulfill its public welfare services. Guizhou Science and Technology Museum as a nonprofit scientific and cultural project units is aim to enhance the quality of the public for the purpose of organizing the implementation of participatory, interactive science exhibitions and other social activities in science education, and science education establishments. It is for the general public, especially young various forms of popular science education activities, which actively encourage young people to improve the scientific quality of the public welfare facility. It is the implementation of national rejuvenation through science, and sustainable development of infrastructure. With the social development and people’s needs for science education, as well the social responsibility of science as technology museum increases, the performance of modern advanced science and rational assessment methods used in Science and Technology Museum’s staff performance appraisal and examination results with rewards and punishments, pay, job movements linked to dismiss such links can be effective in stimulating staff potential, improve quality and efficiency, to improve work efficiency.This paper describes the development of domestic and international status of public sector performance appraisal which based on performance appraisal from the public sector, related concepts and basic theories and methods to start.Guizhou Science and Technology Museum on the status of employee performance appraisal and problems are summarized and analyzed the problem. Based on the analysis of Guizhou Science and Technology Museum staff performance appraisal system was designed and implemented performance appraisal Science and Technology Museum made a feasibility analysis, proposed implementation of possible problems and improve work performance appraisal measures.
