SMEs ,Small and Medium-sized Enterprises, are the base strength to promote national economic development,the main structure of market economy and the social stability, and they have become important support of the national economic and social development of Jiangsu. To support the development of SMEs,a number of domestic commercial banks have set up their own SMEs Loan Center (or SME Banking Department) since 2008.From two years of actual operation, the establishment of these centers have increased financial support to SMEs to a certain extent. But there are some problems. Firstly, the implementation of abroad advanced business model do not consider the actual situation of China;Secondly, for some high-quality companies, there are duplicate financing since the banks are trying to lend,as a result, risk may be subsequently gathered. In view of this, the paper intends to select the SMEs loan mechanism of ChangzhouBranch of“A”bank as a research object. According to the actual operation of SMEs Loan Center of the commercial bank in A, and problems of commercial bank credit to SMEs and propose a solution for the SMEs optimization of SME credit risk rating .On one hand, to improve the audited mechanism of SMEs credit, the paper build a combination of credit rating methods of audited credit by quantitative evaluation and qualitative evaluation, and examines the feasibility of evaluation system using 32 normal loans companies as the study sample. On the other side, based on this system, the article gives suggestions on how to manage lending risks in med-small sized commerical banks from both internal and outside views.
