The employment, as a kind of social phenomenon, is closely related with market economy. The employment means a social phenomenon that able-bodied persons who would like to work can find jobs and gain revenue. The essence is that laborers can combine with production to create social wealth and is a kind of economic resource usage. Analyzing historically, the present employment is the comprehensive reflection of a profound contradiction accumulated for many years in economic development in China, and is the inevitable stage in the reform and development process also. With the deepening of Chinese system transition process, the deep contradiction of the problem of employment policy for cities and towns is exposed further. Without suitable employment policy for cities and towns not only restrict development of economy, but also influence stability of the society.By the definition of employment, employment in cities and towns, employment policy for cities and towns, and using a large amount of statistics and analysis ways, this paper draws a conclusion that the supply of Liaoning labor force is increasing continuously and demand relatively dropping, and predicts the level of employment in cities and towns in Liaoning province from 2005 to 2010. According to the situation and characteristics for employment policy for cities and towns, this paper analyzes the problem and cause for employment policy for cities and towns in Liaoning province. And then, puts forward the countermeasure and suggestion through contrasting with domestic and international employment policy for cities and towns.This paper studies and selects Liaoning—the only pilot province that perfects the social security system reform within the range of the whole province in China, which has the theoretical and applied values of typical analysis. In brief, through analysis of employment policy for cities and towns in Liaoning, this paper aims to control and promote labor force employment in cities and towns in Liaoning actively for the social stability and economic normal running.
