The expressway as modernization economic carrier, international economy with result that science and technology combine nowadays, has represented the supreme level of the contemporary highway. The expressway undertaking of our country started in the eighties of the 20th century, have made the achievement of world interest during short 20 years. In our country, the expressway because its fixed cost of investment is big, the products export and have the characteristics that the network pipeline nature and production and management are public beneficial, considered as " natural monopoly " trade the visual field of traditional public utilities. Because the person who can’t be criticized of natural monopoly, on one hand the government adopts the strict control policy to manage the expressway, on the other hand compete for the law (antimonopoly law) and regard it as the field except applicable toing. But development of the origin in social economic technology and deepening studying to the expressway, until developed country relax government control, lead rise of tide of competition mechanism into to public utilities since the will it be the seventies the 20th century, the properties of the natural monopoly of the expressway receive people’s extensive query, requirement and improve the voice of controlling the mechanism of the expressway and grow to even greater heights.This text divides four parts. Part one Introduce the development overview of the domestic and international expressway briefly and analyze the attribute of the expressway from the traditional public utilities visual angle. Through this part, readers can have a preliminary cognition to physical aspect and trade attribute of the expressway of our country. This too for in the back of demand improve there aren’t expressway. Part two It is a transition part of the article, i.e. from the visual field of economic law, on one hand, through dissecting the current situation drawback of the government control of current expressway of our country, point out that relaxes the urgency of the government control; On the other hand, through an analysis of market-oriented management theory of the expressway, point out expressway market-based necessity and possibility of our country.
