Bilingual education is education in which the curriculum is provided to children in two languages. This distinguishes it from foreign language teaching, in which the entire curriculum is provided in one language and a second language is taught in separate class. The emphasis in this paper is on understanding how the children acquire two languages at the age of 2-6 within a kindergarten in China. The goal is to probe into the characteristics of a specific Chinese bilingual education program. The key finding is that the bilingual program meets the problem of the implementation difficulties because the focus of the preschool teachers’ preparation system does not draw on training competent bilingual teachers.The writer sets out from an overview of the literature related to the definitions of bilingual education and a variety of programs in different settings to a research design. In this anthropological study, the subjects or samples’ behavior and events are observed. The interactions between the young children and their teachers are recorded. The speech is used as the corpora. The questionnaire and interviews are planned for obtaining the pertinent information. The information obtained from the research tools forms the databank for the analyses.The term "contexts" is studied and defined for providing a social environment to understand a bilingual program in Chinese contexts.Conclusions are drawn in this thesis as the following: in planning the program goals and a sound curriculum the supervisor needs to synthetically think of the construct of the teachers and their education background. Content-area instruction and second language learning should be integrated into the curriculum. Pre-service and in-service training should be designed and operated in accordance with the program goals. The intention is to help the teachers implement the program plan well with a shared vision rather than on the basis of their own interpretation. The program also needs to incorporate with the parents. The differences between Chinese (L1) and English (L2), and different processes of learning the two languages must be taken into consideration.
