Study on Our Country Municipal Transportation Noise Pollution Prevention

With the city’s economy increaseing and the improvement of the people’s livelihood , city traffic are expanding by leaps and bounds , then the mechanically-propelled vehicle increases by a wide margin. So the problem that city traffic noise is contaminated is more and more outstanding. City construction is expanding by leaps and bounds especially in recent years. The quiet area has become flourishing noisy busy streets, which has aggravated the impact of traffic noise over environment all around thereby. The highway traffic noise pollution has already gradually became the environmental pollution question which the resident pepole along the route most pays attention to.The country presently has municipal transportation noise pollution problems: The municipal transportation noise criteria is not very clear; The legal liability is not very explicit; Turning over to the responsibility principle is not to be unified; The traffic noise pollution case determines is difficult; The administrative department management system and the law enforcement way is not perfect and so on. Simultaneously other countries and the area have the place which is worth us using for reference: For instance, US has "The Sound Decibel Rate Law", and has the strict explicit noise to recognize the standard; In the legal relief aspect US also has the place which is worth studying; The environmental effect evaluation system and the public participates in the system is also the model which our country may refer to. Taiwan area’s noise legislation and the control legislation also have the advanced place .Based on this, I propose consummatesour country municipal transportation noise pollution prevention system’s several suggestions: Firstly, the municipal transportation noise pollution prevention system should insist plans the first principle and the mistake responsibility principle; Next, we should improve the traffic noise standard, profiting from the US "The Sound Decibel Rate Law" which is clear about the noise the concrete standard, and enable questions and unclear concepts to be solved through the technical test decibel, then with our country noise pollution management practice, the municipal transportation noise pollution control needs the sound environment quality standard, so the noise emissions has two level standards; Next, the traffic noise pollution’s source should be controlled, from the technology, the management, and plans; Once more, we should perfect the responsibility form, and carry out the measures from three aspects to consummate our country’s municipal transportation noise pollution prevention relief system; Finally, perfect the related laws and regulations, mainly in formulating the local laws and regulations and consummatethe traffic law.
