Public emergencies is a product of social development , since human activities since such an event arises . With the social and economic development , the expansion of human activities , gathering the increase in probability , the giant public facilities , these trends have led to the sources of danger and hidden complexity increases . Once the accident , likely to have a ripple effect , causing the accident disaster scale , with disastrous consequences . Throughout the world , the establishment of a unified and efficient emergency response mechanism , is the inevitable choice of a city into the modern management .
