With the rapid development of the market economy , the tax is more and more important role in the socio-economic , how to improve the efficiency of tax work , reducing tax costs , to better serve the majority of taxpayers , the key to tax work . The electronic filing system came into being , and it is in this context gradually matured . Therefore , how to research and development of high - quality electronic filing system to become one of the tax system is the subject of concern . A high-quality electronic filing system must be based on the provincial centralized data processing applications , taxpayers , tax authorities , banks , treasury Tax department to organically combine to provide online tax telefiling bank outlets withholding bulk and onsite reporting of electronic payment methods of reporting , in order to adapt to different types of taxpayers . Generally follow the way of research and development of high-quality electronic filing system : rational planning , careful design and rigorous implementation . The key is to obtain the best balance between business needs , budget and technical means . This paper studies Province IRS electronic filing system centered development and implementation . This paper first introduces the basic concepts of the electronic filing system and the status quo at home and abroad . Combine the requirements according to the relevant tax-related departments of the taxpayers , tax authorities , banks , treasury , the overall planning of the electronic filing system , elaborated information dependencies between the Taxpayer , data processing and interface requirements . Then discussed the outline design of the electronic filing system , using the Java 2 Enterprise Edition (J2EE) architecture using Struts framework MVC mechanism multilayer architecture , development Jav3 and JSP page performance Web server using BEA WebLogic Server8 . a database using Oracle9i. Then discusses the functional design of the electronic filing system , described the functional requirements of a variety of tax returns and the design of the system module . Elaborated electronic filing system in the embodiment of the national tax system , summarizes the advantages and disadvantages of the system , the next stage work were prospected .
