After the United States, \Pursues the idea of ??\The fight against terrorism, to comprehensively strengthen the field of shipping safety concerns. U.S. shipping anti-terrorism laws and measures system is divided into two parts introduced. The first chapter describes the overall framework of U.S. shipping on terror after the \inspection of imported goods, contributed to the international harmonization of maritime counter-terrorism conventions, and to improve the recognition of seafarers' identity, and increase the responsibilities of the U.S. Coast Guard and maritime counter-terrorism information system. The second chapter describes the main content of the 2002 maritime transportation security law and the Maritime Transportation Security Act, 2002, executed in the United States. The core legal system against terrorism for U.S. shipping, provide a legal basis for its measures taken. The third chapter \The Container Security Initiative is an important core of anti-terrorism policy of the United States shipping, and so far has 44 ports around the world to join the U.S. Container Security Initiative. The fourth chapter of the U.S. Customs - Trade Partnership Against Terrorism Plan \Customs - Trade Partnership Against Terrorism program is a cooperation program of the government and private enterprises of the U.S. Customs and trade around the world. U.S. Customs and industry to establish a supply chain security management system to ensure the safety of the transportation of the supply chain from the beginning to the end, so as to prevent the infiltration of terrorist elements, and to protect the safety of American shipping through this project. Chapter V to the International Convention for the Safety of Life at Sea \Chapter VI of this paper divided into two parts, the first introduces the status quo of China's maritime counter-terrorism, China has actively participated in the IMO correction Ⅺ \work. Meanwhile, in order to effectively fulfill the requirements of the International Convention, we have developed a domestic legal mechanisms, the international provisions of the Convention into the domestic legal system, and to specify the competent authority responsible for the implementation and monitoring of compliance work. To carry out anti-terrorism theory research and business training that our country is a stable country, but also facing the maritime anti-terrorism issues. Shipping anti-terrorism laws and strategy study and learn brewing develop our own maritime safety laws, as well as better integration into the world shipping system, are of great significance.
