Coal resources in China's economic and social development important material foundation. However, long-term large-scale coal mining coal mining area and the surrounding areas to bring about a series of far-reaching ecological and environmental problems, these environmental risks has largely hindered the mining area and the surrounding areas of economic and social development. As China's Shanxi Province, an important industrial base of coal in the country at the same time building a lot of energy, geological disasters and other environmental risks not only harmful to the health of local people, but also restricted the economic and social development of Shanxi Province. However, relying solely on the government and enterprises and other management agencies to develop environmental management decisions often because of the different stakeholders and produce a series of different cognitive unable to clarify the contradiction, but in the environmental decision-making process of combining different stakeholders and different cognitive advocate The lack of a clear method of study, leading to a corresponding decision quality is not high, so mine in Shanxi province for environmental risk management of exploration and study typical significance. In this paper, a typical coal mine in Shanxi Province as the research object, from the perspective of sustainable development of mining area, considering the Shanxi Coal Mine environmental risks and ecological relationships between economic and social development. Participatory methods based on semi-structured interviews to obtain different stakeholders mine ecological environment, risk perception, using fuzzy cognitive map representation of different stakeholder groups on environmental risk perception index of individuals with graph theory and group cognitive map structure, analysis of different stakeholder groups on the different risk variables (nodes) similarities and dissimilarities, and finally using Matlab mine environmental policy scenario analysis. Comprehensive analysis of the cognitive map stakeholder groups and social cognitive map concise maximum core variables mentioned variables and known atmospheric pollution, water damage to the environment, health and people's living standards improve the degree of concern and the greatest influence. Stable value in the system on the basis of the above factors scenario analysis showed that to reduce atmospheric pollution and water damage to the environment and improving people's living standards and health status mainly to increase efforts in corporate governance and national policy constraints efforts, while reduce land soil destruction, waste of resources, and other related industries, secondary pollution of water to improve the atmospheric environment and the negative environmental impact resulting from the fundamental control atmospheric pollution and water damage to the environment factors, tangible improvements in the lives of local people and physical health level. The results can clearly show mine ecological relationship between environmental risk factors and is a typical coal mine in Shanxi Province ecological environmental management and decision-making to provide important technical support.
