Vocational Education is the important part of modern education. National economy and social development are based on it. High vocational education is outcome of economic development and technological innovation. The developing situation of high vocational education reflects modernistic standard and degree of a country or an area. According to our country’s situation, improving the vocational education strongly can train millions of labor with high quality, promote the adjustment of economic and industrial structure and realize the strategic choices about economy and society .With standard of national economy being improved, adjustment of industrial structure and intensity of market competition, the requirements to employees are higher and higher. But development of national vocational education is limited by the government investment, the educational system is single, brand and strength is weak ect, the inside and outside environment of national high vocational education is not good.On the basis of the big innovation about the national high vocational education that are facing the outside policy and environment of market competition, we bring out a question that should be thought about by high vocational colleges, that is, the development of high vocational colleges. According to Yantai Vocational College, we use SWOT Analysis to draw up future developing idea and mode of high vocational colleges.This article consists of five chapters. The first is an introduction. It mainly introduces some basic concepts about high vocational education and points out the purpose of research. The chapter two brings out national vocational education. We can learn a lot by studying some modern countries such as America, England, Germany and Switzerland. The third is the development about high vocational education. It talks about the cause and meaning of why we should develop high vocational education, at the same time, it also simply introduces the developing course of our country’s high vocational education.
