Since Outline of the Basic Education Curriculum Reform (Trial) was issued in 2001, the new basic education curriculum reform has undergone for ten years. Compared with the curriculum reforms after the founding of China, the new basic education curriculum reform grasped characteristics and needs of era changes, conducted reform comprehensively in the target of curriculum reform, curriculum structure, curriculum content, curriculum implementation, curriculum evaluation, curriculum management, etc. The new basic education curriculum reform has achieved great breakthroughs in many aspects. But analyzing calmly from practice, we can find many errors and insufficiencies in the value orientations and reform implementation methods of the new basic education curriculum reform, which deserves enough attention.This paper is divided into three parts. The first part is the main effect of the new curriculum reform.The implementation of the new curriculum reform establishes preliminarily a new compulsory education curriculum system and arouses deep changes of education concept. With the implementation of the new curriculum reform, classroom teaching shows vitality and the social atmosphere of participating and supporting curriculum reform has been formed gradually. The whole basic education has been undergoing deep and gratifying changes, which embodies concretely in the implementation of the new curriculum reform that promotes the contents of the teaching material to be scientific and reasonable, promotes the class teaching forms to be rich and flexible, arouses the students’interest in learning, and promotes the teachers’professional development and the education evaluation diversification. The second part analyzes the problems existing in new curriculum reform. This part mainly analyzes the problems in curriculum reform design, the problems in the process of curriculum reform implementation and the social problems in curriculum reform. It analyzes the reasons of curriculum reform in dilemma as well. The third part puts forward the strategies and approaches of deepening basic education curriculum reform further. The strategies and approaches are mainly as follows:strengthening teachers’teaching, improving teachers’ professional level constantly, adopting various measures, enhancing Entrance Exam to Senior High School system reform, enhancing College Entrance Examination system reform, trying to make substantial breakthroughs, strengthening curriculum development, optimizing curriculum resources constantly, strengthening resources integration, perfecting guiding mechanism of curriculum implementation constantly, perfecting system and achieving the scientific management of school.
