Analysis of Effect of Regulation Reform on Chinese Telecom Market Structure

As a significant infrastructure element in the national economy, the telecommunication industry is tightly related with other industries even the whole national economy. But on the other hand, because of its unique technology and economic characteristics, this industry has been regulated by government for decades. Both the theories and practice concerning this administration system and policies become the limelight in academic circle. The contemporary economy regulation theory holds the viewpoint, that the trend of governmental regulation is to release regulation and to attract market power to replace the traditional government place. This thesis firstly reviews the reforming process in the Chinese telecommunication industry, and makes use of the HHI exponent, which is a tool for industry organization analysis, to analyze the changing situation of the telecommunication market structure after reforming. And then, based on the performance evaluation index system which is made from workable competition standard, this thesis indicates the reforming influence on the Chinese telecommunication market development. The result shows: since the reforming, the telecommunication market structure is obviously ameliorated; and the competition pattern is more healthy and reasonable, while in the subsection the monopoly is still comprehensive. Meanwhile compared to the international average level, the Chinese telecommunication industry is still in a lower place, especially in efficiency, benefit and regulation construction aspect. Therefore, even though we have witness the primary effect in the reforming, but there is still a long way to go. We should push the reforming into deeper level and advance the generation of the effective competition market structure, and furthermore to push the development of Chinese telecommunication industry into a consistent rapid and healthy stage.
