Institutions of higher education serve as the main force of China’s innovation value chain. As the nation’s innovation drive is advancing, more and more scientific and technological tasks, knowledge innovation in particular, would be borne by colleges and universities. As research institutes with abundant human resources, institutions of higher education should play a big role in pushing forward scientific and technological progress through conducting research programs. Therefore, program management becomes a key task in universities’efforts to facilitate scientific and technological research. As a new-type management tool and method, integrated program management plays a key part in promoting the management of college and universities’research programs. Therefore, this dissertation is of great theoretical and practical significance.In this new era, institutions of higher education in Shandong are conducting more and more scientific research programs with ever more fund from the government. However, due to the uncertainty, complexity and risks of the programs, which require effective teamwork of the researchers who are also teachers, there are many problems in the management of research programs, such as excess stress on application alongside insufficient attention on management, research fund in disorder and shortage of high-end research programs, thus making integrated and standardized management an indispensable part in managing research programs.Integrated program management refers to comprehensive and all-round management approach, which organically link various special programs. Faced with complicated environment, changing market and fierce competition, integrated program management is an effective approach that should be widely spread and promoted. Research programs in institutions of higher education have long cycles, and project formation is mostly in line with the program teams in integrated management. Such concept as management of organization, communication and scope is what China’s integrated management of research programs most urgently needs to introduce and reinforce. During the life cycle of research programs, managing staff must integrate the program establishment, process management and testing management into a single task. Therefore, integrated program management is very suitable for scientific research program management in institutions of higher education and would play a key role in promoting the management level. This dissertation is to provide important theoretical and practical significance for this topic.The paper first presents relevant theories concerning research program management, laying a foundation for further analysis. Through a thorough analysis of the problems existing in the research program management in institutions of higher education of Shandong Province, the dissertation argues that backward management is hindering the development of research programs in institutions of higher education and points out the importance and feasibility of integrated management in managing universities’research programs. The then author constructs a model of integrated management for institutions of higher education in Shandong, including an organization system, supervision mechanism and other systems. The paper also lays out concrete strategies for the quality control, progress management and expenditure management in research programs. Finally, a model university, whose implementation of the integrated management model and concrete measures would be introduced, would help explain the integrated management model in detail.
