Making the development of human resources as the basic starting point,present situation of human resources in Yanbian area as the studying target,the sustainable development of human resources as the objectives,on the basis of fully knowing the opportunity and challenge facing Yanbian in west development and China’s entry into the WTO,in light of the related development theory of human resources. This thesis investigates and analyzes the present situation of human resources in Yanbian area,finds the specific problems and reasons,and put forward the countermeasures which Yanbian should adopt. The results showed,Yanbian should do in human resources development as follows:Uphold emancipating the mind,set up the ideology of invigorating Yanbian and training skilled personnel,bring human resources development into overall plan of economy and society acceleration;increase reformation strength of personal system,improve the employing system,create good environment which is beneficial to the growth of talents growth;increase the training extent degree of skilled personnel,pay attention to quality enhancement and structure opitimization,at the same time,value to bring in talents and intelligence,fully absorb excellent talents both at home and abroad;accelerate the construction of talents market,establish working system of the market,realize market disposition of talents resource;improve population size and quality,encourage effective increase of the Korean nationality population;pay attention to basic education,firmly grasp higher education,strengthen the continuous education,really carry out the strategy of developing Yanbian through science and education;fully utilize the policy of west development.
