With the acceleration of the process of socio-economic development and urbanization , the urban vehicle ownership and residents travel demand growing urban road traffic traffic demand exceeds supply capacity , traffic congestion has become an inevitable phenomenon seriously affect the residents work, live, wasting a lot of time and space resources , restricted the sustainable economic development of the city . Congestion Charge as one of the transportation demand management measures , through economic means to interfere with the growth of urban transportation travel and reduce traffic demand , and ultimately achieve the purpose of urban traffic congestion . Firstly elaborate connotation and philosophy of the congestion charge , Analysis of Congestion Charge with different traditional road pricing , not the external economy brought about by studying traffic congestion , congestion pricing principles of economics to analyze ; and traffic congestion pricing static , dynamic congestion pricing theory and model derivation analysis research ; Congestion Charge (surcharge area then collect the charges and costs , charges , period , toll rates ) and the key issues ( congestion pricing theory purpose and impact factors ) to conduct an in-depth study ; based on analysis of foreign successful experience of the implementation of the congestion charge system , combined with China's actual crowded status quo of China's Congestion Charge feasibility analysis for our research and implementation of the congestion charging scheme certain basis ; to downtown Qingdao area , for example , specific analysis of traffic congestion status quo and the causes of the downtown area of Qingdao Congestion Charge necessity and feasibility analysis , based on the successful experience of foreign combined domestic urban congestion pricing study the Qingdao downtown area traffic congestion tolls basic program , and the corresponding countermeasures that may exist in the implementation of congestion pricing . The intent of this study provide the theory and practice of reference for China 's large and medium-sized cities in the smooth implementation of the Congestion Charge .
