Congestion is currently facing major cities . Solve the congestion from two aspects to optimize traffic supply and curb demand for transport , as an important urban transportation demand management measures , the Congestion Charge is concerned more and more traffic researchers , it can effectively inhibit traffic trip generation , reducing congestion . Firstly explained from the point of view of economics traffic congestion charges theory , analysis of influencing factors of congestion pricing . Secondly selected foreign cities in Singapore , London , Stockholm is a typical case of road congestion pricing policy implemented technical analysis , specifically addressed the effect of the implementation of the London and summarizes the research results and experience , in order to be able to more realistic show congestion pricing implementation process and effect. Congestion pricing system , congestion pricing model has an extremely important position , and therefore the focus of this study congestion pricing method is selected . First , the analysis of the three classic pricing model - marginal pricing disaggregate model method and bi-level programming features . Second , the specific study of the two pricing methods , congestion pricing method based on game theory , based on Stackelberg game model with the principal - agent model , and based on crowding external cost pricing method , the composition of the external costs of urban road congestion conduct qualitative the divided and quantitative measure on the congestion caused by the additional time costs , the cost of environmental pollution and traffic accident costs given specific measure formula . Combined Stackelberg game model and count the results in the cases of the principal - agent model , Application crowded external cost pricing model to calculate the external costs of traffic congestion in Beijing in 2008 and the corresponding congestion pricing limits , the results of the two methods contrast , show a reasonable description of the pricing model has good practicality . Finally summarized in detail the feasibility of China's large cities implement congestion pricing , and targeted countermeasures . For the urban road congestion pricing policy , a proper understanding of the traffic congestion enormous external costs and scientifically formulated congestion charging rate is the most important .
