The fairness ranking of the World Health Organization on health financing in China has caused concern for health financing issues , many scholars fairness of health financing study , the family as the main unit of analysis , a region , a year study . This article will discuss the development of health financing and the problems elaborate analysis of the Chinese health financing unfair reasons , from the broad definition of health financing , from the allocation of health care spending in the regions and between urban and rural areas , and the difference the change dynamic analysis , hoping to find out the relationship between the dynamic changes of the region and the difference between urban and rural areas of health care spending and medical insurance system reform , thus proving the need to increase the coverage of social insurance . This article includes three parts: the basic part analysis part and conclusion part . The foundation section includes Chapter to Chapter . The first chapter is the introduction , the content is the proposed definition and analysis methods of health financing defined ; equity theory , including the theory of social fairness , ethical and fair health financing principle ; Chapter description development of health financing and changes in the course of , and analysis of Chinese financing for health the unfair reasons ; Chapter measure the fairness of health financing indicators are introduced , and previous research in the field of health financing . The second part is the fifth chapter analyzes the part of the core of this article , the first by a comparative analysis study of health care spending for the 1990-2004 part of the Year of the income distribution , and the differences in the distribution of health care spending can not ability to pay income Theil index measures the gap between fair degree of change ; then regional and urban-rural differences of total health spending in 1990-2004 ; Theil index calculations in the government budget , social financing and personal cash payment ; Finally, financial assistance to a rough estimate . The third part is the last chapter , including the experience of developed countries, the financing system introduced and some policy recommendations , as well as in this article some of the limitations of international problems and needs further study .
