With the implementation of national oil and gas resource strategy, China National Petroleum Corporation has invested 330 billion RMB annually on ground constructions, among which the Xinjiang Oil field is invested 2 billion RMB annually. Counting on current construction cost evaluating talents, in order to improve investment efficiency, how to evaluate the construction precisely, efficiently and reasonably is the urgent issue to be solve currently. Due to historical issues, remote area, national stability and oil rolling development factors, the Xinjiang oil field construction market is relatively closed and the construction subcontracting is mainly based on planned subcontracting. The construction pricing mainly counts on construction draft and construction license, basically according to government price and industry price. The better construction evaluating comes from the precise evaluating referencing. It’s well-known that the disadvantage of quota pricing may lead to poor pricing.This paper, according the practiced experience, puts forward dynamic cost indicators database for the cost management of whole project process, which could avoid the disadvantage of shortage of quota items, poor update of quota and complex quota pricing calculation. Via referring to relevant theories and papers of construction cost, according to repeatability and standard-oriented design of ground construction, it tries to establish a standardized construction structure tree, which was established according to the standard in construction final settlement report. By collecting and analyzing data and material size from the source, it could avoid time and energy wasting in secondary analysis when the final settlement documents arrived, leading to tracking and monitoring to the whole construction cost processes.By referring to domestic relevant theories and models of domestic construction cost management information system as well as rebuilding all processes of construction managing process, the other achievement of this paper is the establishment of Xinjiang oil field ground construction cost management information system model, which could adopt standardized construction structure tree in the system model, so as to automatically build and dynamically maintain the cost indicators database. The Xinjiang Oil Field construction cost management information system was established by cooperating with Guangdong Toone Technology Co. Ltd. The one year’s system operation has proved the structure tree’s feasibility and the cost management information system’s success.The theory and application adopted in this paper could be exemplified by other companies in other are for improving their construction cost managing skills, as well as by power projects, water conservancy projects, railway projects and road projects.
