With the fantastic spur in economy and rapid development of the owning amount of automobile, the traffic jam becomes serious increasingly. To improve the effectiveness of highway communication, the Intelligent Transportation System (ITS) has been researched by more and more people all over the world.License Plate Recognition is one of the critical techniques for the intelligent transportation system. With the knowing the License Plate number which is the automobile’s ID, we can master almost all information about the automobile and it is very useful for traffic control and traffic administration.License Plate Location is key to License Plate Recognition. Exact location is the premise of License Plate Recognition. In this paper ,two aspects about LPL are described as follows:1. Applying morphologic theory to the process of LPL. in the first place, with the apply of a new Grayscale morphological arithmetic to the picture including the License Plate , keeping the whole edge of the License Plate. Second applying the Binarization arithmetic to the picture and separating the License Plate from the background. Finally with the line scan and row scan, finishing the License Plate Location.2. Finishing the License Plate Location arithmetic with the DSP belonging to TI company.
