Research on Assessment Model of the Safety Discharging Flood Caused by the influence of Ship’s Anchorage

As the main vehicle and facility on the river , ships exert an important function in the development of national economy, on the other hand because the ships are used in large quantities on the river ,and currently every locality lacks the management of science to the usage of ships, it will cause serious discharging flood influence on the river. Now people more and more attach importance to how to solve the conflict, therefor this paper research on the safety discharging flood caused by the influence of ship’s anchorage,and put forward an assessment model of the safety discharging flood under the such background.It is well known that the defects of ship’s anchorage environments often cause that flood doesn’t pass safely in river, so it is very important to research and evaluates the state of ship’s environments. This paper formulates several main indexes such as scale of flood, depth of ship drinking, size of wind and wave on flood disaster caused by the influence of ship’s anchorage through spot investigating and analyzing some experimental data, and applies systematic engineering to establish the accidental analysis of flood’s disaster caused by ship’s anchage, to define the important degree of each assessable index by AHP. The theory of Fuzzy Control is drawn on to construct in advance the subordinate degree of each index, so we can set up a mathematics model of comprehensive assessment to qualitative and quantitative evaluate safety of flood disaster.The article also tests and verifies the assessment models with the actual safety discharging flood caused by ships in Sichuan province Pi riverway on the basis of the assessment model, as a result, the assessment model is viable and it can provide scientific basis for administrations of safety to enhance the level of riverway management.
