The Research on Performance Management for the Teachers in the Stage of Compulsory Education

Since the reform and opening up, The Party and government attaches great importance to building up the teaching cohort, the remarkable achievement has also been gained in the practice of educational reform. Teachers are the key to educational reform and school improvement,therefore strengthening the construction of teaching team has far-reaching significance for vitalizing education and promoting social progress. To construct a high-quality team of teachers depends fundamentally on the perfect teachers’management system which can easier for school to realize the best out of people and get the maximum use of talent. With the progress of the society, the traditional personnel management had become unable to meet the requirements of educational development, therefore establishing a scientific human resource management system, teachers’performance management, is a natural tendency of the times. The teachers’performance management is superior to other traditional managements because of its systematicness, strategy, perspectiveness and initiative, which can improve teaching atmosphere, raise teachers’competence and promote the level of school management. At present, teachers’performance management has been already carried out in the compulsory school in some areas of China, but it has encountered the bottleneck in the early stage of development. Since the performance management system has not been really set up, in the course of combined theory with practice, performance management presents many problems and confusions. With the investigation, the prominent problems in the implementation of teachers’performance management are discussed and analyzed, the better countermeasures are presented and the link of teachers’performance management process is built in this paper,so as to be able to offer certain valid reference for carrying out an more effective teachers’performance management system.This paper is divided into four parts as follows:Part1: Combined with foreign and domestic research, this part elaborates on the connotation of teachers’performance management and emphasis on discussing the value of it.Part 2: Based on the investigation of the teachers in the stage of compulsory school, the main problems of teachers’performance management are pointed out in this part, and the reasons for these problems are analyzed.Part 3: The conception of teachers’performance management process is presented in this part, which including four steps, that is, performance management scheme, performance process management, performance appraisal and application of performance appraisal results. The detailed contents and methods are given in all steps in order to establish a suitable model of teachers’performance management for primary and middle school.Part 4: According to analyses of problems, the effective measures and suggestions on improving of teachers’performance management in primary and middle school are to be put forward from 7 aspects.
