China began to implement pay compulsory school system from January.1. 2009.Implementation of pay for performance system is to implement the compulsory education law, deepening of income distribution system reform of the specific measure, for all kinds of talents to attract and encourage long-term the education, lives to promote the educational development of great significance. As public institution is part of the income distribution system reform, the first time“more labor, more pay”is introduced into the educational activities. With the deepening of the policy forward, the performance pay system is reflected in two aspects: First, compulsory school teachers to improve the all level of wages, especially the front-line teachers, the key teachers and teachers in rural areas, to achieve the level of the county in general balance of wages. Second, performance appraisal and pay for performance incentives to achieve greater efficiency in the work of teachers in order to achieve fairness and efficiency“perfect balance”. But it can not be ignored that the implementation process and also appeared in performance pay funds are not available, assessment standards and unreasonable allocation scheme difficult to formulate, implement a series of obvious effects worthy of our attention and to solve all problems. For rural compulsory school, in order to achieve the equalization of basic public education services, the goal of reducing regional disparities, it is necessary to pay attention to school performance of rural compulsory education policy implementation, to discover and solve problems, and to implement pay for performance policy. Ultimately, the purpose is to strengthen the rural compulsory education school teacher team. This paper is the author investigated in Inner Mongolia B county C city compulsory school formed a case to understand the rural areas compulsory education school through front-line teachers, supplementary staff, support staff, middle manger, schoolmaster and Education Bureau to understand the opinions and attitudes, and implementation of existing policy issue and implementation effectiveness. In-depth analysis of rural compulsory education schools, pay for performance policy implementation causes and counter measures. Hoping that bring some enlightenment for rural compulsory education policy implementation, and ultimately the performance of rural compulsory education school teachers salary expectations.
