With the development and mature of network technology, multimedia technology and communication technology, It is accepted and recognized day by day that people use network for learning. Network learning has become a very important contemporary way to learn. The study on the platform of network learning is gradually depth. Network Learning Platform is playing an ever more significant role in the educational environment. It is also playing a crucial part in executing the new course standard and accelerating the pace of information technology education. It has provided the carefully designed interactive learning environment which take the learner as the central. This method of learning enables any learner at any time and any place to carry out learning activities. In learning process learners can exchanges and discussions with other learners who participate in learning activities, and learners can also play a role as teachers in answering doubts for others. This flexible and open learning environment will undoubtedly meet carring out learning activities under the conditions of modern information technology. Therefore, the research on the theories, principles, methods and framework of building network learning platform are very important.This paper first analyzes the research background, significance and methods of network learning platform, and pointed out the need of the study. Secondly, demonstrates the feasibility of the study from the view of theoretical and technical. Thirdly, proposes the design principles of network learning platform and develops a specific design approach. Take the world’s ancient history as an example to elaborate the specific functions of the nine modules in the platform from functional design, interface design and database design. Finally, uses ASP technology as the core of the platform to explain the focus and the difficult part of the technology work of the platform. The platform provide a better support to the independent learning and collaborative learning through the interaction of the nine modules to provide students with a wealth of learning resources, easy access to learning content, open forums and online Q & A features. It also Provides teachers with online Q & A, after-school class, student exchanges, simulations and other functions.Experiments confirmed that the network learning platform meets the requirements of constructivist learning theory, run stably and smoothly. It plays an important role on promote the education of information further for the full implementation of the new curriculum standards. But also provides a useful reference for other similar teaching platform.
