This system base on consumer s appeal and reports and all levels of quality inspection department can timely find the error identification; then through making use of the national network of Enforcement Command System, superior authorities can quickly move on checking bureau to take stern actions against violations. Aiming at the reporting information and investigation results, the system can dynamically analysis the conditions of forged and fake commodities, then the quality supervision can broadcast quality warning in time. Thus, this system has strong practicality, ductility, and an important significance and value.In this paper, by the knowledge of Software Engineering, the auther presents an in-depth discussion on the each step in process of system functions and needs analysis, detailed design and implement, system implementation, etc. It is an Integrated Management Information System for the staff in Tianjin Reporting & Service Center of Quality Control Bureau, which contains business acceptance, operation flow, Transaction Monitoring, Information Statistics, dynamic pre-warning and information feedback, etc. It sets the stage for scientific development and standardization of the project of 12365 Claim & Report work.The system uses the relatively popular technology, that is call-voice switchboard platform , CTI Link, the technology of J2EE and call-voice platform which processing the telephone voice available; Using the technology of CTI Link and the B/S model of J2EE developed the Graphical User Interface which is an easy-handled background management system. And this system has features of scalability, flexibility, easy-maintainability. Through this paper, we hope it can provide a successful cases and experiences for the the cla im and report departments of National Quality monitoring Department.
