The thesis focuses on the basic principles of CTI technology and its hotline at the city management system and implementation, and analysis of the urban management system and hotline of the various components as well as the part is how to achieve a variety of communications and movement. In addition, the thesis has design on a database table structure and data persistence using by ASP.net technology analysis. Therefore, coverage and application of urban management hotline scale. City hotline system about administration is in urgent needing of advanced technology, servicing management as the core and taking into account the masses of the service systems that maintain stability and quality of service, while expanding the coverage of urban management and application hotline scale.Finally, according city hotline system about management, there is background and trend, identified the core technology on building call center’s management concept and analysis of the call center’s core function.
