“scientific-research”teachers and their development is an important theory and practical problem in the course of the development and reform of elementary education . In order to make the teachers’contingent building meet the need of elementary education courses and teaching reform, to encourage the teachers to strengthen their theoretical study, to strengthen their scientific-research consciousness ,to raise their scientific-research level unceasingly and to promote the whole teachers’quality ,it is necessary to strengthen the research of the specialized development of“scientific-research”teachers. This research takes Dalian Jinzhou as an example ,using many research methods such as investigation ,particular-case analysis and so on. This paper makes a systematic research about the intension of the development of“scientific-research”teachers , the constructure and feature of the quality ,and the guarantee mechanism of the development of“scientific-research”teachers in primary and middle schools in Dalian Jinzhou .This research puts emphasis on the discussion of the importance of constructing the guarantee mechanism for the development of“scientific-research”teachers and how to put it into practice. And it also gives us further thinking about related questions.
