In recent years, with the development of communication technology, and the reduced cost of mobile terminal equipment, Mobile Ad Hoc networks(MANET) play a more and more important role in some emergent situation which requires rapid information sharing. Because it can provide a communication environment when we can not use existing network facilities conveniently or the network facilities have been destroyed. MANET can broaden the appropriate environment of mobile communication. Therefore, we do some researches of local consistency based on data cache and decision in Mobile Ad Hoc network.Data are prerequisite for decision-making, therefore, How to obtain data and make data consistently in MANET is one problem of our study. In this paper, considering the main characteristics of MANTET, the mobile network of non-center, self-organization and dynamic topology changes, we divide the network environment into grids, make the information in one grid can be transmitted with each other. Last, with the concept and the replacement algorithms of data cache, we provide a new algorithm which can ensure the consistence of data cache in MANET decision support system.Based on the consistency of the data cache, we can consider the decision problem. In decision-making process, considering the characteristics of mobile ad hoc networks and the needs of the disaster-relief-environment, we use the situation in which firemen carry mobile communications equipment into the fire scene, obtain information and make decision for the relief, we make the whole environment into a hierarchical structure by combined sub-grid, and discuss the algorithm of decision consistency in one grid, combined-grid as well as fuzzy data. Last, we discuss the control mechanisms of decision consistency.Considering the realization of the algorithm, we give the flow charts of data cache consistency and decision consistency in Mobile Ad Hoc Network, and use EVC to give the initial implementation.
