As Internet applications now enhanced from information acquisition to online games, VOIP, online shopping, etc., Internet-based products and content also be continually enriched, so Internet surfing will become an irreplaceable part of life. For carriers, the room for growth is experiencing an unprecedented moment, broadband access and value-added services will become the focus, in particular IPTV, high-definition video and online gaming business. "Triple play" has been to an new schedule, IPTV will become main media of carriers. China Unicom Hulunbeir Branch’s (hereinafter referred to as Hulunbeir Branch) existing and value-added business are to provide quality services based on broadband networks, and IPTV will become the first choice of business transformation. To mitigate the decline in traditional voice business, a significant increase in broadband access high-end users is currently the new trend of development. Focus on user and revenue’s growth, broadband speed and quality improvements, and IPTV development needs, we have to upgrade broadband and develop IPTV as soon as possible to achieve market transformation and business development.With the development of IPTV, it will become a great complement of traditional TV and the main choice for advertisements. The hot TV plays and moives will form a new growth driver of online video, and video sharing no longer be one bottleneck, the online video will be the major trend. To better implement the China Unicom’s strategic goals of business transformation and value-added business development, Hulunbeir Branch decided to establish city-wide IPTV trial nodes to ensure the smooth progress of the strategy.This paper is divided into seven sections, the first section introduces IPTV based on broadband platform and its technical characteristics, then describes the physical structure and major technological solutions of IPTV, and finally raise major IPTV business and carrying performance requirements; The second section analyzes Hulunbeir Branch’s IPTV general layout, and put forwards IPTV platform’s functionality, layout, features, aims, content and user access modes; The third section describes Hulunbeir Branch’s IPTV background, building objectives, business needs and scale of construction, then makes a brief summary of IPTV design plan, including edge nodes, project implementation plan and the center platform and sub-platform design; The fourth section describes the network topology of IPTV, the center platform and sub-platform bandwidth storage demand and broadband data network design and deployment; The fifth section describes the business types and functions of IPTV value-added services; The sixth section describes IPTV contractor’s system components connection type and user terminal equipments selection; The seventh section discusses IPTV market prospects and development patterns.
