Based on the internet or intranet technology, educational management information system is required to be a whole system, running stability and high security performance. The general construction goal is that the information management platform should be established to connect with international level, based on the present management mode of national universities and combined with new international thinking. Moreover, this advanced information management platform should be constructed under campus network environment. The university modern management level can be effectively improved by information management system which is the important component of university’s public information service system. However, information management system is also the key links to improve educational management quality and to establish the world famous and high level university. The important contents of educational information management of university teaching affairs are to make the management networked and computerized.By researching the development status home and abroad of teaching affairs information system, according to current information systems architecture technology and software development technology, the design plan is combined three-layer Win Form and Web-Based technology, and is determined to take P2P technology as information interaction basis, which can maximum improve security and maintainability of system. And the physical architecture can be realized by three-layer structure, which contains data server, application server and client. Through those structures, the data server can be better shield, and the system security and maintainability can be improved.In this dissertation, based on the introduction of the relevant technical background, the system feasibility analysis and the system technical plan are discussed in details, while the key technology of system implementation and main modules are realized. The system feasibility is fully proved by the stable and efficient operation of Hulunbeier university design and implementation. The theoretical basis and practical information are provided for universities or enterprises to establish fast and effective information platform by research of this dissertation. At last, the research prospects are proposed at the 2 directions of data storage architecture and cloud computing.
