Countries of land expropriation in the public interest need is commonly used by many countries in the international , national application of the right to levy of land expropriation system is set up based on this premise . Land Requisition System was built in the planned economy period, made ??a great contribution to China's economic construction . But with the transition from a planned economy to a market economy , in the current market economy conditions , land expropriation system gradually exposed the problems increasingly can not meet the needs of economic development . Therefore, it is necessary to the objectively -depth discussion and study these issues , analyze problems of deep-seated reasons to study feasible way to resolve the existing conditions and further standardize and develop the direction , perfect combination of theoretical guidance and practical exploration land Requisition System . The first chapter explains the concept and characteristics of land acquisition , Land Requisition System in reality and historical basis , introduced a chronological history of the development of China 's land expropriation system . Chapter II proceed from the purpose of the system of land acquisition , compensation standards and collection procedures of the three basic rules to explore China's current land expropriation some problems , and described the experience of foreign countries . Chapter fully absorb foreign experience, based on analysis of domestic practice , I believe that should develop a clear positioning, establish the concept of levy , rich normative content , four constraints mechanism to improve our land expropriation , and to make recommendations and proposition.
