Library is not an information require department -to purchase resource, but also an information provider-to service for the information subscribers. According to the information resource offered or obtained, compromised the merits of the library manager resources, library has been turned into an Information System. In this research, the service circuit summarized and analyzed, some links of Principal-agent and Game theory were approached- in the economics of information horizon, especially use the practical experience of mine for reference- include the building up of information resources, resource dispose, resource re-enjoy and the information subscribers service. By Input-Output analyses, Non-marked merits economic techniques, the library Service Benefit was evaluated. the tactics of optimize the library service include:(1)to introduce the concept of Industrial Spirit, (2)build up a scientific Excitation Mechanisms, (3)reduce the Information Unsymmetrical, and (4) enhance the evaluation on subscribers and the readers.eta.
