The current mobile communications technology is developing quickly and the change of the technology not only has promoted the sustained and rapid development of the moved correspondence industry helpfully, but also influenced and changed the pattern and structure of the industrial development deeply. With the arrival of the 3 G era and the issuance of 3G licenses, the market of China mobile communication is reshaping and the pattern is of re-classification. 3G development strategy to be adopted has become the highlight of the issue. In this paper, the development strategy of the Heilongjiang Mobile was discussed, hoping it can contribute to the application theory in the enterprise development strategies, and mobile business practice in Heilongjiang Mobile can operate a reference from it.First of all, this paper stated the purpose and significance of the research, and described the status of related research of the internal and external environment in the field and then described the thoughts, the main contents and the ways of this paper.Second, the paper systematically analyzed the theories of enterprise development strategies. The theories are:Enterprise Strategic Theories; Industrial Organization Theories; 3G Base Theories.Again, this paper did a concrete analysis about the development situation of Heilongjiang Mobile 3G business, the circumstances of Heilongjiang communication market and the strengths, the weaknesses, the opportunities and the threats of Heilongjiang 3G mobile development and the problems of restricting the development then summarized the reasons of the problems existing in Heilongjiang Mobile.It also put forward the Heilongjiang Mobile 3G development strategy and formulated the development goal, business orientation, customer orientation; according to the development strategy, it put forward concrete measures from the promotion of the enterprise’s management capability, improving the ability of human resources management, increasing the market marketing efforts, strengthening the brand construction and making the enterprise innovation ability strong of the five. Finally, this paper drew the conclusion: in the new situations and new conditions of the market competition, if Heilongjiang Mobile wants to continue to maintain sustained and rapid development and take the leading position on the 3G market, Heilongjiang Mobile must formulate definite development strategy and put forward specific goals and clear orientation and then establish the corresponding development strategy through the strategic guidance.
