The Internal Control Design and Application of Prepaid Card Company Risk Management

At present there are thousands of prepaid service card companies nationwide with market scale over trillion Yuan and growing fast with 30% each year, which have been becoming an influential force in the prepaid market. But people in theory and business circle still don’t pay much attention on the substantial risk in this new industry such as the capital risk, the electrical currency risk, network transaction risk and so on due to the lagging of theoretical research, the absence of management means etc., which have made the rapid and health development of this new industry hazardous.Therefore, the author has carried out preliminary exploration on the prepaid card risk control. This thesis uses project management methods and tools, through literature research, field research, inductive analysis, case analysis and other research methods, taking into account the business practice to devise a control system which is fit for the operation characteristic of the prepaid card companies in order to avoid and control the substantial risk and have applied to A company’s internal control field through empirical, comprehensive application. On the internal control of specific design method, based on the prepaid card companies’operating risk characteristics and internal control demand, it innovatively uses "capital - data management multi angle balance"," three party balance report"," enterprise’s own funds - customer reserve internal transfer payment"," client funds- enterprise’s own funds separation of management " etc. For the actual operating effect, the cost is reasonable and the executive effect is good. It effectively controls the fund, electrical currency, transaction data and other key areas and improves the efficiency of issuance, consumption, recycling and other aspects of the business and also brings down the operation management risk to acceptable levels.The full text is divided into five parts. The first part mainly discusses the necessity of the prepaid card companies’internal control design and the literature review at home and abroad. The second part introduces the development process of the internal control theory and the present situation of the domestic and foreign prepaid card industry. In the third part, on the basis of digestion and absorption of domestic and foreign internal control theory, aiming at the two characteristics of the prepaid card industry into the management of quasi financial institutions and electronic currency for payment instrument, it construct and design the internal control system from five parts of the division of responsibility, the property protection, the accounting system, the information communication and internal control self-assessment. The fourth part is the implementation in each business area and division in A company according to the design theory of the five parts above. At the same time, for the internal control system to be implemented effectively, it has added the content of internal control execution. The fifth part is the conclusion of the research above.
