The Study of the Issue of the Restaurant Staff’ Primary Endowment Insurance in LiaoYuan City

This article makes a study on national provisions and policies of the basic old-age insurance, doing a classified research on Liaoyuan’s basic old-age insurance rule. The Author gives a description of the Liaoyuan city restaurant employees’status of the basic pension insurance based on the investigation, and questioning the basic old-age insurance system which inherited from the planned economy system. Anglicizing the existing problems of 30 restaurants based on the survey objectively. Presenting a relatively clear improvement for the basic pension insurance system design for Liaoyuan city’s catering staff by visiting the relevant departments and 30 companies’workers of Liaoyuan City and making research on related questionnaires.It is clearly spoke out by the Party Central Committee that we will achieve the goal insuring the social security system covering all the urban and rural residents, all people will have the basic guarantees by 2020. It requires a careful study on both theory and practice to achieve this goal. the article starts from the research of Chinese and foreign literature results, investigating Liaoyuan’s 30 restaurants from the catering business, to listen carefully to the investigation and conclusions making by relevant departments, then finds out the fact that the catering industry’s basic pension insurance rate is less than 22% in the current full market competition .This article gives the way to solve the problem of full realization of the basic pension insurance based on current situation and features ,giving suggest on how to make employees in full competitive situation joining the basic principles of old-age insurance system, establishing the goal and the operating countermeasures of making all vulnerable groups having the basic pension insurance.
