Building industry is our country pillar of the national economy, which has played an important role for driving the national economy increase and society all-round development. With the further reforming and opening of our country, building industry has being developing rapidly, the construction market will be more mature and opening, which reaches a new management stage of modernization, standardization, scientification and socialization. Along with the development of economic globalization, the end of interim China entering WTO, and expediting strategic step of“walk out”, the competition rules, technical standards, operations and service models of national construction market will adopt further to international market, the Chinese Construction Enterprises will have participate in international competition on larger scales, more spheres and higher level. It has brought forward higher request to technique level and managing ability to the construction enterprisesDue to historical burden, complicated mechanism, laggard reform and so on, the State-owned Construction Enterprises of China can not fit the modern enterprise management requirements. There are wide spread problematic phenomena of unclear legal representative operation, inflexible incentive and restrictive mechanism, lack of innovation capability, talented staff-drain and mismanagement which result in high turn over volume but low profit in the State-owned Construction Enterprises, therefore, the State-owned Construction Enterprises are facing serious challenges and more and more severe competition in construction marketThe paper is based on the background of Yunnan Construction Engineering Group Corporation and the industry characteristics of the construction company, and has a research in allusion to Yunnan Construction Engineering Group Corporation. Through researching and analyzing corporation actuality, macro-environment, industrial circumstance competitiveness and so on, the problems and insufficiencies will be found, at the same time the paper combining with the modern management theoretics analyses other sides, such as organization structures, management innovation, capital operating, project managing, models of project contracting, resource optimizing, corporation culture and international market expanding, brings forward the ways of corporation orientation, organization structure, corporation financing, innovation capacity building, market exploiture. Make out that the chances and the challenges are surviving together, sate-oned engineering construction enterprises need to reform if they want to survive and develop, the reform must be canonical, innovation assures corporation development, which can offer reference for corporation governors to know the industry actuality, the problems and differences, corporation layout and the ideas of development, and supply frondose ways and measures for construction corporation reform, continuable development, constituting management stratagems.
