With the transport development in China, the government increased transport infrastructure investment and road infrastructure achieved leapfrog development, which makes a lot of strength enterprises, entered the highway construction market. Competition is becoming increasingly fierce, which reduce the profits in construction. Under the similar circumstances of enterprise technical strength and economic strength, in order to gain more market share and better economic returns, you should make more management efficiency improvements. And the cost management is the most important one. By the effective cost control, we can lower project cost and increasing profits.This paper on the NO.2 highway Department applies the relevant cost management theories, the NO.2 highway Department project cost management has been studied. Anglicizing the NO.2 highway Department of cost management and cost management of the existing system, focus on study two of the system’s cost management system, the structure and content, which are optimized.Through anglicizing of cost management model and methods, which are popular in the theoretical circles currently, and using their management thoughts and establishing cost management system, as the core of the project of cost management; Optimizing the four elements of the system: the organizational structure, procedures, processes resources; improving control of the key elements: subcontractor costs, changing in claims, the cost of machinery; Introducing a new cost control methods: Earned Value Act. Finally, Take Hu Rong West X2 standard item for example, verifying the theory and method in the implementation of results.This paper can be used as the NO.2 highway Department project cost management, and a reference. This paper can provide some valuable ideas, methods and recommendations for other similar enterprises.
