A Study of Logistics Reform in the Establishments of the Party and the Government in China Based on the Concept of Public Governing

This paper raises the concept of public government for government reform and summarizes the logic frame of government reform in western countries. Analyzing based on this frame, the author holds that public governing is a new concept and tendency of government reform in western countries following " government administration" and "public administration". Its main contents include pluralistic system arrangement, governing mode of network competitive market mechanism and lawful management. The paper finds that logistics of government in western countries is governed as public government affairs and by carrying out pluralistic system arrangement, tending to network governing mode, introducing competitive market mechanism and amplifying legal system, which fully embody the concept of pubic governing. Viewed from public governing, the author holds that the logistics of establishments of the Party and government in China mainly lacks unified management of the government, reasonable system arrangement, efficient conformity of resources, competitive market mechanism and formal management in accordance with the law. After analyzing the economic feature of logistics of the establishments of the party and the government, the author holds that it should be considered as public products of the government instead of public products of establishments viewed from the layer of public products. Therefore, it should be supplied as public service of the government instead of as public service of the establishments. Based on the concept of public governing and in order to advance logistics of the establishments of the Party and the government, the paper puts forward the specific measures, i.e. building administrative system of public logistics, realizing the leading role of civil logistics, implementing optimized configuration of network resources, fully intruding competitive market system and speeding up legal system construction of logistics management. Practically verify the viewpoint and conclusion brought forward previous in the thesis.
