This paper first analyzes the concept of the talent fostering model, the types and characteristics of the talent fostering model of higher technical and vocational education and the reforms and tendency of the vocational education home and abroad. Second, the article explicates the existing issues and causes in fostering tourism talents of higher technical and vocational education in China through the analysis of the following aspects: much emphasis on quantity not on quality of talents, regardless of enterprises’ demands for talents and blindness of fostering objectives and learning. Combined with the practice of constructing tourism talent fostering model in Zhuhai, the paper presents strategies of optimizing the tourism talent fostering model: to develop programs on the basis of market demands and professional ability; to design instruction according to the aim of training professional ability; to call attention to the combination of practice and theory; to retain harmonious sustained developmental vocational ability; to insist on cooperation with enterprises in order to exploit new methods; to establish a good team of teachers as well as engineers; to work out a passel of pragmatic teaching materials for practice and localized textbooks; to attach importance to and develop international communication and cooperation.
