With the development of curriculum reform in China, it is becoming more and more important to explore and utilize curriculum resources. During the reform and execution of elementary educational curriculum, it is urgent to innovate curriculum concept, to develop curriculum resources, to optimize curriculum system and to improve its direction and effectiveness. There is rich resource of folk culture At Bing-Zhongluo area of Gongshan County in Yunnan Province, while based on this comprehensive study, the researcher finds that the music curriculum resource is not exploited and used effectively in this area, and there is obvious contradiction between the shortage and the idleness of resources. How to solve the problem by exploiting the folk music resources is the first task of the folk music curriculum reform.The field survey reveals that some schools do not pay enough attention to take folk music into their teaching systematically, but just in a random way. The obvious problems of regional curriculum reform include: curriculum developers’ weak awareness of resources, lack of developing capability; neglect of their rich local music resources; weak teaching material development; one developing model, ineffective teaching methods; no enough human and finance support for curriculum reform; ineffective evaluation based on one examination model and the fragile cooperation among schools, education administration authority and community, and ect.Based on analysis of above mentioned problems, it is clear that the reasons contributing to those problems consist of: a) music teachers’ weak awareness of the new curriculum concept; b) the neglection of the value of folk music resources development; c) music teachers’ lack of capability for folk music resources development; d) the restriction from the present teaching condition and curriculum evaluation methods. This thesis implies effective curriculum development should include the following: Firstly, to pluralize the curriculum developing subjects. On one hand, strengthening music teachers’ curriculum resource awareness and corresponding capability through a series of training; on the other hand, encouraging students to participate into music curriculum development. Secondly, to develope and use the contents and the value of the music curriculum resources at Bing-Zhongluo, based on the targeted and applicable principle. Thirdly, to develop in combination of inside campus and outside campus efforts. That means, inside campus efforts include compiling folk music teaching material, exploring various teaching methods to form campus music culture; while outside campus efforts mainly focus on folk artisans and folk customs. Lastly, to provide guarantee system. That is: establishmg policy to ensure enough time, finance and necessary guide and setting up comprehensive evaluation system with the premise of education for all-around development, with the goal of realization of music curriculum value and its corresponding objects.
