With the advancement of urbanization and motorization quickening, the urban traffic is bearing the serious pressure day by day, has restricted the urban economical development seriously, has the adverse effect to people’s journey and construct harmonious society. The traffic problem has already become the major issue which many cities urgently await to be solved.At present, the intelligence transportation system which takes the integration between traffic control and traffic guidance as the core is considered to be the effective way to solve the urban traffic problem. In this paper, according to the macroscopic traffic flow theory, considering traffic control system and traffic guidance system synthetically, establishing implementation frame of integration system, then proposing a new pattern of traffic management which based on the traffic control to produce guidance information and implementation result of traffic guidance to change strategy of traffic control.In this paper, research progress of integration between traffic control and traffic guidance in domestic and foreign is reviewed and summarized comprehensively, implementation frame of integration system is established and key technologies of integration system are researched, included specifically: developing an information processing platform which can make the dynamic traffic information memory, analysis processing and share, it can provide theoretic function for realizing the integration between traffic control and traffic guidance; with combining mathematical planning and optimum control theories, taking the traffic system the overall benefit as the premise, fully considering mutual influence on scheme of traffic control and strategy of traffic guidance, as well as capacity limit of the road network, presenting genetic algorithm and genetic annealing algorithm to solve function model of integration, and caning on the simulation confirmation by the example. The key technologies research provide the technical guidance for implementing integration between traffic control and traffic guidance.The comprehensive traffic database is the integrated main center, the function model is the integrated foundation, the optimum algorithm and the simulation is the integrated method, through to research above question, causes the realization of the integration between traffic control and traffic guidance into possible, then achieves the aim which distributing stream of vehicles rationally, reducing driving delay and traffic jam, enhancing efficiency of the road network running, then alleviates and solves the urban traffic problem effectively.
